龙永图在2019凤凰网财经高峰论坛上表示,随着中国进入小康社会,进口对我们越来越重要。为什么我们要多进口一点?因为我们必须满足中国日益强大的需求。中国应该更加深入地参加到全球的产业链分工当中去,也就是说在中国凡是有一些技术含量的产品,必须从全球进口零部件和原材料以及软件、设计等等。
龙永图还谈到,过去多年来,在世贸谈判中得到一个深刻的体会,在当今的国际贸易舞台上,谁进口多,谁就是老大,谁就具有话语权,这是一个不争的事实。美国人长期在国际贸易舞台上称王称霸,就因它是全球最大的进口国。现在中国正在向贸易强国的目标前进,去年中国的进口是1.87万亿美元,还差美国3000多亿美元。只要我们积极增加进口,再过几年我们将追上美国、超过美国,成为全球第一大进口国,只是一个时间问题。我们只有在进口方面超过了美国,才能成为名副其实的世界贸易强国,我们的梦想就是使中国成为世界第一贸易强国。

龙永图:非常高兴能够再次应邀参加凤凰网财经的高峰论坛。现在中国和美国的贸易谈判已经取得了实质性的进展,但是又还没有签协议,这时候再次谈一谈开放共赢的问题,我觉得很有价值。大家知道,11月11日特朗普总统已经宣布美中经贸磋商达成了实质性的第一阶段协议。第二天,中国商务部发言人正式宣布双方在农业知识产权保护、金融服务、扩大贸易合作、技术转让领域也取得了实质性的进展。如果双方都谈到了实质性的进展,那就说明谈判正在走向达成协议的方向。我也不知道为什么中国在贸易谈判当中一旦要达成协议,就会出现某些说法,中国人又让步了,我们又要开始吃大亏了?这个逻辑在中国入世谈判的时候曾经多次出现,但是十几年过去以后,这种逻辑依然存在,我感到有一些困惑。
我们怎样看待开放的问题?能不能把开放和共赢真正地统一起来?有些人对于中国贸易政策的理解还是停留在几十年前。那时候中国贸易政策、中国外贸政策的核心,就是四个字:出口创汇。中国的外贸任务一直就是拼命地出口,这种观念一直在人们的脑海当中根深蒂固,出口就是好样的,进口就是吃亏的。贸易谈判将来非常地困难,我觉得中国的外贸政策应该进行重大的调整?怎么表述呢?我想外贸政策应该是出口和进口并重,但是以更大的力量积极增加进口。出口和进口这一对矛盾当中,进口已经成为中国外贸政策的主要方面,这是调整国际贸易问题上的政策思路和改变整个社会,对于国际贸易进出口关系理念很重要的问题。
随着中国进入小康社会,进口对我们越来越重要。为什么我们要多进口一点?这就是因为中国开始进入了小康社会,我们必须满足中国日益强大的需求。我们为什么要旅游到日本去疯抢马桶盖,完全没有必要。中国必须增加进口,以满足人民日益增大的对高质量产品的需求,这是不言而喻的。我认为这一点更重要,中国应该更加深入地参加到全球的产业链分工当中去,也就是说在中国凡是有一些技术含量的产品,必须从全球进口零部件和原材料以及软件、设计等等。
去年中国在进口当中,有78%是中间产品,也就是说相当一部分进口产品是用来提升我们中国制造业的质量和竞争能力的。在这方面中国出口的中间产品只占50%,说明中国的整个制造业对于全球产业链的依赖程度很大。在这样的过程当中,我们一定要积极增加进口,使得制造业能够更多地向国外进口原材料、零部件,从而降低成本,提高竞争力,提高质量。这是整个中国制造业转型的非常重要的一个关键环节。进口对中国来讲,具有重大的意义。
从国际关系来讲,这些年来,有一个很深刻的体会,只要你进口多,只要你在和一些国家进行贸易谈判当中,能够比较大胆地进行一些进口方面的承诺,贸易谈判就会变得容易。扩大进口是解决贸易摩擦最重要的手段,也是最有效的手段。当然对我们来讲,增加进口还有一个重大的战略目标,就是使中国成为全球最大的贸易强国。经过多年的努力,我们已经成为全球第一大贸易出口国,这还不够。

Long yongtu: it is a great pleasure to be invited to attend the summit forum of ifeng.com finance and economics again. Now that the trade negotiations between China and the United States have made substantial progress, but no agreement has been signed, it is of great value for us to discuss the issue of openness and win-win cooperation again. As you know, on November 11, President trump announced that the first substantive agreement had been reached in the us-china economic and trade consultations. The next day, a spokesman for China's ministry of commerce formally announced that the two sides had also made substantial progress in the areas of agricultural intellectual property protection, financial services, expanded trade cooperation and technology transfer. If both sides are talking about substantive progress, it's a sign that the talks are moving in the direction of an agreement. I don't know why in trade negotiations when China is trying to reach an agreement, there are certain statements that the Chinese have given in and we are going to lose out again. This logic has appeared many times in the negotiations of China's accession to the wto, but after more than ten years, this logic still exists, I feel a little confused.
How do we think about openness? Can we truly unify openness and win-win outcomes? Some people's understanding of China's trade policy goes back decades. At that time, China's trade policy, the core of China's foreign trade policy, is four words: export earnings. China's foreign trade task has always been to export desperately, this idea has been deeply rooted in people's minds, export is good, import is a loss. Trade negotiations will be very difficult in the future. How do you express it? I think the foreign trade policy should be to place equal emphasis on exports and imports, but to increase imports with greater force. In the contradiction between export and import, import has become the main aspect of China's foreign trade policy, which is an important issue for adjusting the policy thinking on international trade and changing the whole society.
As China enters a well-off society, imports are becoming more and more important to us. Why do we need to import more? Last year, 78 percent of China's imports were intermediate goods. That is to say, a considerable portion of imports were used to improve the quality and competitiveness of China's manufacturing industry. In terms of international relations, I have learned a lot over the years that trade negotiations are easier if you import more and if you are bold enough to make some import commitments when you are negotiating with some countries. Of course, there is also a major strategic goal for us to increase imports, which is to make China the largest trading power in the world. After years of hard work, we have become the world's largest exporter of goods. That is not enough.
