联合国贸易与发展会议(UNCTAD)日前发布了其年度旗舰报告《2019年度全球航运综述》,继承以往的报告主题内容,对航运各个分支市场的供需、宏观外部因素、港口绩效、新兴技术影响等方面进行了回顾。火热出炉,报告全文长达百页,在此对综述部分粗略作翻译和编辑,来看看过去的一年,航运业到底经历了些什么,是“很难”还是“朝南”。

报告指出,中美经贸摩擦加剧,对于全球贸易政策的担忧以及“英国无协议脱欧”等因素导致的不确定性增加引发全球海运市场震荡,2018年全球海运贸易量增长仅为2.7%,低于2017年的4.1%及历史平均水平3%。
联合国贸发会议秘书长基图伊表示:“全球海运贸易增长下降是多边贸易体系削弱以及保护主义抬头等多种因素共同作用的结果。这向国际社会发出了警告,即国家政策可能会影响全球海运贸易和发展预期。”
报告指出,造成2018年海运贸易量增长下降的主要因素还包括地缘政治关系紧张,以及2020年国际海事组织(IMO)新规即将生效,要求所有海运船只将二氧化硫排放量降低85%所带来的燃料费预期上涨等。
海运贸易量增长减缓也影响了港口流量和其他相关产业。2018年集装箱港口吞吐量增长仅为4.7%,低于2017年的6.7%。集装箱贸易量仅增长2.6%,低于2017年的6%。同时,由于集装箱运输船只的数量同比2017年有所上升,供应过剩的市场进一步压低了海运价格。

报告预测,全球海运整体行业仍然无法摆脱不确定性因素阴影,下行风险依旧存在。海运航路上最发达和最不发达国家之间的差距正在日益扩大。全球海运便利程度最低的国家中有不少是小岛屿发展中国家,他们常常面临贸易量不足导致海运投资减少,并进一步形成运输不便、成本高昂和竞争力下降等恶性循环,如果不能及时采取措施调整,这些脆弱经济体的风险将尤其突出。
